The study focuses on how city-regional spatial planning agreements between the state and the municipalities affect the perceptions of social decision-making. Although contractual practices can be considered as justified in promoting the competitiveness of urban regions, they are also building tensions from a democracy point of view. Due to these contractual practices, a parallel system has been built alongside the land-use planning system guided by legislation and promoting publicity. The relation between the two systems is ambiguous. The study asks how these contractual practices are justified, and what is the perception of the justification of societal decision making reflected in these arguments. The study is carried out as a comparative study in Finland, Sweden and Norway. The legitimacy of social decision-making is examined from the point of view of the definition of key actors, the knowledge base of the agreements, and the political dimension of planning.
