Project description
This project focuses on the regional dynamics of renewable energy (RE) uptake in Russia. Russia has large RE potential, but lags behind in technology development and uptake. New policy instruments in support of RE adopted since 2013 by the Russian government have had varying effects in Russian regions: whereas some regions actively engaged in RE uptake, others did not. Who pushes for renewables in the Russian regions remains unclear. This project will clarify how a combination of local development goals of regional authorities and profit interests of private actors create “windows of opportunity” for RE uptake. Through analyzing documents, expert interviews, and site visits, I will identify forms and mechanisms of private actors’ engagement in RE promotion. Societal impact of this research pertains to its potential to identify successful forms of energy transition governance in Russia and in other fossil energy dependent non-democratic countries.
