Project description
The project analyses a trend in which the use of international policy models and recommendations as policy justification intensifies in national contexts. I ask: Was this increased consumption preceded by a change in the supply side, or can it be explained by an overall change in the strategy by which national policy reforms are justified? That is, did IOs first increase their production of policy models and recommendations, which then increased their use in domestic contexts? Or did the increased demand in national contexts for such policy advice come first? Related to this, have IOs become increasingly active in devising international policy models and recommendations? To answer these questions this study analyses as a case in point the development of references to international policy models and recommendations in parliamentary debates, and the timing of this development in relation to when and how policy models and recommendations entered the OECD’s agenda.
