Project description
The project studies Soviet foreign policy decision-making vis--vis Eastern Europe between the years 1985 to 1989. The time period starts from the beginning of the Gorbachev era and ends with the Soviet decision to renounce the use of force in foreign policy, in effect the abandoning of the so-called Brezhnev doctrine. The project utilises a structure-agency approach, which is rooted in the logic of process-tracing. In the analysis of foreign policy decision-making, a systemic-level focus on Cold War geopolitics and geo-economics is connected to a unit-level analysis focusing on states, foreign policy elites and institutions as well as individuals. Using archival documents from Russian and European governments and institutions, this study explains what strategies, reasons and motivations were behind a particular Soviet foreign policy decision and more broadly, how its foreign policy doctrine changed at the end of the 1980s.
