The regime on Climate Change Adaptation and Mitigation has become a key pillar of international cooperation on sustainable development. In both countries different international, national and local actors are involved in designing various climate change adaptation and mitigation interventions and the actors have varying degrees of negotiation power and diverse interests regarding the objectives, design and implementation of these interventions. This raises questions of responsive governance and its impacts.The Nepal and Tanzania case studies show that external actors such as national government and donor organisations significantly influence the design of locally-implemented climate adaptation and mitigation initiatives. Thus, such interventions also impact local democracy and citizenship instead of staying as economic development incentives. Internationally, this study contributed to theoretical discourses as well as policy relevant literature on environmental governance reforms.
